Central Lathrop Specific Plan EIR
The Central Lathrop Specific Plan area encompassed 1,540 acres adjacent to Lathrop. Debra Lilly coordinated preparation of the EIR, facilitating communication between the environmental team, City staff, the City’s subconsultants, and Richmond American Homes, the developer proposing the project. Charlane Gross served as senior archaeologist and evaluated several structures for eligibility for listing.
Water, Wastewater, and Recycled Water Master Plan EIR
The Lathrop Water, Wastewater and Recycled Water Master Plan was prepared to assist the City in developing infrastructure to accommodate growth from approved annexations and development proposals. Ms. Lilly assisted with coordination of the program-level EIR and Ms. Gross conducted archaeological surveys for the project, proposed to include 40 miles of pipeline and 65 acres of facilities.
River Islands at Lathrop Mixed-Use Development Project
Ms. Gross led a team of archaeologists; approximately twelve historic structures were evaluated for potential eligibility for listing on the California Register of Historical Resources (CRHR); one was tested and evaluated as eligible for listing.
City of Stockton
I-5/Downing Avenue Interchange Improvement Project
For this road-widening project under an interchange in Stockton, Ms. Lilly assisted with management and coordinated preparation of Caltrans technical studies, leading to a categorical exclusion under NEPA and an IS/MND under CEQA.
